Wholesale (bulk) supply requires a bulk supply agreement. 4. In cases where the Johnston County Department of Utilities is requested or required to operate and maintain water facilities for another public utility or a private utility, the County shall charge base and commodity fees of 1.33 times the prevailing County retail rates. |
