Wholesale (bulk) water supply will be provided to any municipality, private utility, or community system within Johnston County, upon request, subject to availability of prime supply. 3. Wholesale (bulk) supply requires a bulk supply agreement. 4. In cases where the Johnston County Department of Utilities is requested or required to operate and maintain water facilities for another public utility or a private utility, the County shall charge base and commodity fees of 1.33 times the prevailing County retail rates. |
